The purpose of the scope change control process is always to have documented control over the project scope. Scope change control is one of the most important project management processes. A missing or incomplete scope change control process is one of the major reasons why projects are delayed, exceed their budgets and /or never are completed. If the project has adequate scope change control procedures, it is very likely that the agreed project delivery parameters will be satisfied. The major challenge is often not to develop the scope change control procedures, but to follow them.
